First, modern compilers work from this first principle. LLVM's main challenge is to merge, traverse, and select a sequence of instructions so that we have the least computation time (usually on a single core). MLIR aims to unify lowering across heterogeneous hardware targets, especially when the hardware supports domain-specific operations like convolution, matrix multiplication, and precision conversion.
