CPUs use the MESI protocol to maintain memory cache coherence across cores. When a CPU wants to write to a value in memory, in this case the locked flag, it must first acquire the cache line containing that value in Modified state. This acquisition requires the CPU to first broadcast an invalidation to all other cores also holding that cache line, then waiting for each CPU to acknowledge that invalidation. This inter-core communication over the memory bus is expensive.
